STJ begins to judge resources in a totally virtual way


On Tuesday, May 21, the STJ will begin the first session of virtual judgment of confinement liens, internal grievances and regimental grievances, as established in the Internal Rules.

The 3rd class was the judging body chosen to start working with the new technological tool, called e-Julg. According to SOJ – Secretariat of the Judging Bodies, Cláudia Austregésilo of Athayde Beck, the name was chosen to indicate that “the judgment occurs in a totally virtual environment”.

The innovation is part of a strategic project developed under the management of Minister Laurita Vaz, which involved representatives from cabinet ministries, SOJ and the Secretariat of Information Technology and Communication, through a commission formally established by the 488/2017 ordinance.

According to the president of the STJ, “the project was conducted in a democratic and collaborative way that could translate the work of ministers, offices, judges and all the areas involved”.

In 2016, the Internal Regulation of the STJ was modified to cover articles 184-A to 184-H, which deal with virtual judgment. The intention was to expedite the judging of resources and provide a more efficient way of working.

With the virtual judgment, explains the IT secretary, Rodrigo Almeida de Carvalho, “the ministers do not need to be in person in a room to judge embargos and internal or regimental grievances”, since the tool is made available via the web and can be accessed from any computer, at any time.

How it works

There is a request for the rapporteur’s day for the processes to be placed on the agenda, according to a previously established schedule. This agenda is published, and in five working days, lawyers, public prosecutors and public defenders can speak up. After this deadline, the ministers will have seven days to judge the whole agenda. Soon after, the outcome of the trial will be made public.

Rodrigo Carvalho points out that all the servers that will work with e-Julg, as well as the ministers, are being trained to use the tool. “Part of this tool is already known and used, since it is part of the Justice System. But there is a completely new part that can be used from the day’s request by the cabinet”, he explains.

Cláudia Beck highlights the advances that the tool will provide: “The great innovation of e-Julg is to enable the coordinators of the judging bodies to remotely monitor the virtual sessions, without prejudice to their activities in the face-to-face sessions.

She asserts that the judicial activity will be significantly benefited: “We will have a better use of face-to-face sessions, enabling ministers to exercise their judicial function wherever they may be”.

The secretary of the Judging Bodies also foresees a significant gain in reducing the time for the publication of judgments, which “will be much faster, since this mechanism will allow it to occur automatically”.

The coordinator of the 3rd group, Maria 0 Ramalho da Rocha, said that the collegiate was “very happy” to inaugurate the experience of virtual judgment, “because both the ministers and their offices are very attuned, working in a very close manner”.

Justice 2.0

The IT secretary said that after the first virtual judgments, the tool will be available for deployment in other judicial bodies, except for those of criminal law, according to the Internal Rules, according to the sequence to be established by the presidency of the STJ and the presidents of the collegiate.

“This new tool is already part of the project called Justice 2.0. Our Justice System is being rebuilt module by module, in a completely new architecture, so that we have a complete modernization of the main software used in the court “, anticipates Rodrigo Carvalho.
